A raffle will determine which civil servants in a small Argentine town will receive their pay first, due to insufficient funds, its mayor announced Monday. ;We will draw lots to decide the (order) of payment,; said mayor of Bialet Masse, Gustavo Pueyo, in a broadcast from Buenos Aires private radio station Radio Mitre.“我们会抽签来决定工资发放顺序,”在布宜诺斯艾利斯地方广播之声节目中,比亚雷马斯的镇长普耶欧说道。Pueyo said the raffle was approved by national mayoral authorities and the first draw took place Friday, with 23 of the town#39;s 92 employees receiving their pay. A second raffle is slated for Monday. Home to 5,000 inhabitants, Bialet Masse is a tourist destination in Cordoba Province, 750 kilometers (466 miles) northwest of Buenos Aires. Pueyo attributed the city#39;s insufficient funds to a drop in the funding usually received from the provincial government. Several Argentine provinces have faced economic difficulties due to the nation#39;s slowed economic growth. Growth slowed by half of one percent in May compared with the same period last year, marking the first downturn since 2009, according to official figures. Argentina#39;s GDP has grown by an average eight percent per year since 2003, but analysts expect the economy will grow by less than half that in 2012. /201207/192013

A rare and unusually public legal battle between two of China#39;s most prominent property developers is raising eyebrows in the industry, as well as questions about the solidity of legal agreements there. It also illustrates the desire of big property developers to pick up choice properties from smaller rivals weakened by Beijing#39;s more than two-year campaign to tame real-estate prices. A Shanghai court is expected to begin hearing arguments this week in a suit filed in May by Shanghai-based Fosun International Ltd. against Beijing rival Soho China Ltd. Fosun is seeking to claim back its right to acquire a piece of land near Shanghai#39;s prestigious Bund area. Fosun owns half the commercial land, but the other half was sold last year to Soho by units of Fosun#39;s former partners there. Fosun claims the other half should have been offered to it first. Soho says the suit is meritless. Other property players in the city are paying attention. #39;It#39;s unfortunate that they#39;ve gone to court,#39; said Vincent Lo, chairman of Shanghai-based developer Shui On Land. #39;But if you look at this from a positive angle, it shows that Chinese companies are trying to settle their disagreements through proper legal procedures.#39;上海其他房地产开发商都在密切关注此案。 Indeed, legal experts say the suit could forge new ground in an industry where legal agreements often are short and lack specifics. Local Chinese parties generally prefer less detail in their contractual arrangements, said David Blumenfeld, a Shanghai-based partner at law firm Paul Hastings. The goal is to provide guidelines through which the parties can work out later disputes quietly over the negotiating table, avoiding China#39;s often slow and cumbersome courts. #39;The question on people#39;s minds was, how could this happen?#39; said one real-estate consultant in Shanghai. #39;They have to make sure their contracts are airtight.#39;上海的一位房地产顾问说,人们心中的疑问是:怎么会发生这样的事? The site in dispute, which covers 45,472 square meters (about 489,000 square feet), is located south of the Bund area along the Huangpu River, which cuts through the heart of mainland China#39;s financial capital. The winner could have an impact on the Bund#39;s skyline. The planned building for the site will contain offices and some retail. Fosun, which calls the project the Bund International Financial Center, said it would be a landmark in Shanghai. Currently, work on the foundation of the north portion of the project is continuing, with the expected date of completion at end June 2014, according to signs at the construction site. Fosun and Soho declined to provide details on their plans for the building, given the lawsuit. Developer Shanghai Zendai Property Ltd. originally paid 9.22 billion yuan (.44 billion) to purchase the site in February 2010, as the property market still was climbing. The company sought an exit as credit dried up and the housing market soured. In November 2011, it sold half the property to Fosun and another 10% stake to developer Greentown China Holdings Ltd. In December, Greentown and Zendai agreed to sell their combined 50% stake in the land to Soho for 4 billion yuan. Fosun fired back the following day, saying it was surprised by the deal, and that it had the right to buy the remaining stake. Fosun#39;s suit also names Greentown and Zendai. The two companies declined to comment. The disputed transaction is one of a number by stronger players looking for opportunities in the downturn in China#39;s property market. A number of Chinese developers took on too many projects during the market#39;s boom years. Shanghai recorded more than 11.7 billion yuan worth of what are known as en-bloc commercial real-estate transactions in the second quarter, up from 4.3 billion yuan in the first quarter and 8.7 billion yuan in the same period a year earlier, according to property consulting firm Jones Lang LaSalle, despite sluggish activity in other parts of the Shanghai real-estate market. Such transaction involving existing buildings but excluding land and residential transactions primarily include properties that developers and investors sell to one another. #39;Owner-occupiers were especially active pursuing upcoming office projects in Pudong,#39; said Alan Li, head of investment for Jones Lang LaSalle Shanghai, referring to Shanghai#39;s bustling Pudong district. Mr. Li said he expects that volumes will accelerate should debt financing become more widely available or less costly. As for the Bund International Financial Center, Fosun said that there is a possibility the company would move its headquarters to the new building from its current one less than one kilometer away. Owners of such buildings usually want to attract Fortune-500-type tenants. By contrast, Soho#39;s main customers are small and medium-size Chinese businesses, including coal-mine owners. Soho#39;s usual business model is to sell its office units on a piecemeal basis to small and midsize businesses, which would run counter to Fosun#39;s plans for a swanky new building, said people familiar with Fosun. /201208/193274。

Ever get the feeling your boyfriend is looking at other women as you walk down the street? Well, perhaps he#39;s picking up the habit from you. Women spend more time checking out other women than they do checking out men, keen to see what #39;the opposition#39; is wearing, how much cellulite they have, what their hair looks like and how thin they are, according to a new study. Clocking other women#39;s shoes, height, cellulite, where their handbag is from and whether or not they have had plastic surgery is the usual thought process, the study found. Others check out women to see if they are thinner than them, while trying to spot dark or unflattering hair roots is also commonplace, while looking out for wedding rings is also on the checklist. Half of the 2,000 women polled by online retailer Swimwear 365 said they #39;enjoy#39; comparing themselves to women they work with, befriend or pass in the street. And the beach is the place where most female ogling goes on, with 80 per cent of those polled saying they love having a good look at other women when they are sunbathing. A competitive one in ten women said they always want to look better than #39;the opposition#39;, but a more realistic 40 per cent said they don#39;t compare themselves to other women in a spiteful way. The study also found one in five like to guess what country other women are from, 43 per cent like to check out their swimwear and one in twenty like to critique their tans. Nearly half of those polled said they compliment women they don#39;t know on how they look, with the most likely compliment to be about their clothes. Of those surveyed half said they get a genuine buzz when women they don#39;t know give them a compliment on how they look, but a cynical 43 per cent of say they don’t believe it when a man pays them a compliment. Helen Boyle, stylist for Swimwear365, said: #39;There is not a woman on the planet who doesn#39;t love people-watching and having a sneaky look at other women. #39;It#39;s only natural that we compare ourselves and the way we look to how other women dress, do their hair and, of course, their figure.“这是很自然的,我们会拿自己和自己的打扮跟别的女人比,她们穿得如何,发型怎样,当然还有身材。”She added: #39;Women check-out other women because they can relate to them and they know how hard it can be to keep a trim figure or maintain healthy hair, so there is obviously a genuine interest in how other females look. #39;Equally when you receive a flattering remark from a woman you don’t know, it does mean more than if it came from a man perhaps as you think they may have an ulterior motive.#39;“同样的,当你得到不认识的同性夸赞的时候,会比从一个男人那里听到更为有意义,因为你可能会觉得男人别有用心。” /201211/209613

Miranda Burnet, founder of Flash Tattoo – the company collaborating with Beyonce on her tattoo line – pointed to the pop star’s new collection as a good example. In addition to coping with grief, they may find themselves for the first time since marriage without any social safety net. Far too often, widows lack access to inheritance, land tenure, employment and even the means to survive. 上文中提到了一些妇女在丈夫死亡后会面临的问题,比如:grief(悲痛)、without any social safety net(没有社会安全网)、lack access to inheritance, land tenure(无法继承财产、没有土地保有权)等等。她们可能会面临的其他问题有:poverty(贫困)、bear the heavy burden of caring for their children(承担抚养孩子的重任)、universally recognized rights denied(普遍公认的权利被剥夺)等等。Widow这个词可以用做动词和名词两种形式,名词形式的用法就是我们这里用到的International Widows#39; Day或者She is a widow。 Martha was widowed3 years ago when her husband was killed in a car accident. /201111/161053Millennials, meet your new roommates: mom and dad. The Pew Research Center recently released a study that found that a record-breaking 36% of the nation’s young adults ages 18 to 31 were living in their parents’ home in 2012. Among them is Rachel Horn, a 23-year-old living in Los Angeles who moved back to her parents’ house after graduating from the University of Southern California. “I graduated and my lease was up at my apartment at USC, and housing in LA is so expensive,” she says. “I wanted to try to move back home to save money so I could afford a place on my own.” According to Pew, Horn isn’t alone. Statistics from the study show that a major reason young adults are moving home is economic challenges. According to Pew, “three-in-ten parents of adult children report that a child of theirs has moved back in with them in the past few years because of the economy.” Despite the money saved, however, when young adults move back in family relationships can become strained. “Being around my parents so much was hard at first,” says Horn. “Your parents are completely different from your friends at school or roommates your age. I started to feel like I was in high school again at certain points.” Privacy, house rules, and family roles all come into question when young adults cohabitate with parents. “The biggest obstacle for young people when moving back home is understanding their role as the adult child,” says life coach and author Tanya White. “Life is different when moving back home as an adult. Your roles and responsibilities change.” Dr. Susan Newman, author of “Under One Roof Again: All Grown Up and (Re)learning to Live Together Happily,” agrees with White. “For the majority of young adults returning to live at home, the major stumbling block is falling back into the mommy-daddy-child roles,” says Newman. “Many young adults who return home do not assume responsibility in ways that assist parents and make the living arrangement more equitable. As a result, tensions build where there doesn’t have to be any.”Luckily, tension can be prevented. Talk It Out 直言不讳The first step is communication. “Communication and conflict resolution are key to having a successful home life when adult children move back home,” says White. Start with an open dialogue about house rules and personal boundaries to avert future conflicts before they become overwhelming and congregate. “Boundaries separating you from parents occurred automatically when you were independent, formed either by the physical distance or the amount of contact you orchestrated,” explains Newman. “When you live together again, boundaries can blur quickly. You will want to install ground rules that reshuffle the boundaries to ensure your parents’ and your freedom, comfort, and happiness.” Living with anyone, whether it is your parents, a spouse, or a roommate, requires compromise. Discuss what your parents’ expectations are compared to your own, and meet in the middle. “Work around the things you believe [your parents] can’t or won’t change,” says Newman. Be creative and present options for solutions to conflicts that you don’t see eye-to eye on. “If you want changes, you will have to ask for them calmly, not in an authoritative way,” says Newman. “Let’s say that you don’t want your parents in your room or cleaning up after you, tell them that you will tend to those things. Or explain that you will do your own laundry.” Lend a Hand 互相帮助Both Newman and White suggest assisting with household responsibilities to create a pleasant living situation. “Young people who move back home must help support their parents financially and with the household responsibilities, i.e. chores [and] unexpected expenses,” says White. Newman says that in addition, going beyond everyday chores is vital to create a supportive environment. “Call on the way home to see if you should stop at the store to pick up something for dinner, or at the cleaners to retrieve the clothes that are y,” says Newman. “In this way, a whole scheme of cooperating evolves.” /201308/252498

China Warns Google On ContentA Chinese government-backed Internet watchdog admonished Google Inc. on Thursday for allowing access to pornography through its Chinese Web site.In a statement, the China Internet Illegal Information Reporting Center said pornographic images could still be found through the Google China Web site, despite earlier warnings from the center in January and April. The brief statement accused Google's Chinese site, google.cn, of 'disseminating large amounts of pornographic and vulgar information,' but provided no specific examples. It called on the company to eliminate objectionable material, and recommended that 'the relevant legal authorities' punish the company, without elaborating.A Google spokesman said in a statement that the company has been 'continually working to deal with pornographic content -- and material that is harmful to children -- on the Web in China.' He added, 'After seeing the government's announcement this morning, Google has renewed this effort.'Chinese officials have delivered similar warnings to Internet companies, including Google, in recent years. China's government tries to block the country's 300 million Internet users from seeing content officials find objectionable, from pornography to criticism of the Communist Party. The government has recently moved to tighten the system, indicating that it plans to require that all personal computers sold in the country be shipped with software that blocks access to certain Web sites.Google started its Chinese Web site in 2006 to accommodate Chinese censorship requirements. "What do you want in a Man?" or "What do you want in a girl?" is often the question to the boy or girl who is seeking for his/her partner. When you are young your standards are set very high, however, as you age, you will have to lower your standards a bit and a bit and a bit...I came across this joke today. It’s absolutely hilarious yet brutally true." What I Want in a Man-Original List(age 22)1. Like other elderly animals suffering from arthritis, Tom can't jump like he used to and the garden fence that blocks his passage into the wide world beyond the garden proved to be too much for him. That's when Ellery's boyfriend, Gareth Bowen decided to build a spiral staircase for the impaired cat which allows him to scale the fence in steps instead of leaping it a single bound like a feline Superman. According to Ellery and Bowen, Tom learned how to use to staircase quickly which proves that cats are intelligent – a dog would never figure it out. Tom mounts the stairs daily to exercise and socialize with the neighborhood cats. Do you like cats? /201109/154746
